This PhD thesis examines the development of Institutional Open Educational Resource (IOER) repositories in Vietnamese universities. Based on interviews with key stakeholders, the study identifies major political, economic, socio-cultural, pedagogical, legal, and technological factors influencing IOER development. The research proposes a conceptual framework to support sustainable OER implementation in higher education institutions.
